Cluster ATLAS
2009 West Sumatra Earthquake Response.
As an Information Management Officer, I am leading the Information Management Unit of West Sumatra Recovery Network, which consists of Data and Information Management, GIS Technology and Database Service, and the Interpreter/Translator for the ATLAS production. The scope of work includes the collection, processing and cluster data analysis; concepts, content, editing and designing of the ATLAS interface.
This Atlas describes the activities and achievements of non-government members of the clusters in support of the relief and recovery efforts in West Sumatra. It illustrates both progress made over the one-year period from September 2009 to September 2010 and some areas of remaining needs.
This atlas provides a summary of activities for the clusters. Thematic maps focus upon ten clusters including Agriculture, Early Recovery, Education, Emergency Shelter, Emergency Telecommunication, Food and Nutrition, Health, Logistics, Protection and WASH. Three major assistances were shelter, health and food and nutrition.
It has been compiled by the United Nations Office of the Humanitarian/Resident Coordinator (RC/HC) for West Sumatra as part of the continuation response to the earthquake, with inputs from cluster members in all sectors. Whiles RC/HC office has made every effort to obtain inputs from as many nongovernmental actors as possible, there are inevitably gaps and omissions. Some organizations have not been in a position to easily share information. Other omissions include private donations made by Indonesians and independent programmes implemented by organizations from the commercial sector. Commercial and private assistance is difficult to collect through the cluster system, yet it has, without doubt, been of significance in both relief and recovery phases.
Despite gaps and omissions, this atlas represents a best effort to characterize the size and composition of the assistance that has been afforded to the earthquake affected people of West Sumatra province. It provides a record of non-governmental inputs and reflects the excellent cooperation between the cluster, the provincial and central governments. It is further hoped that this document can provide a useful reference for the design of ongoing recovery and reconstruction activities as well as inform planning for disaster risk reduction in order that West Sumatra Province might be better prepared should disaster strike again.
West Sumatra gave us invaluable lessons learn on resilience in broad aspects of their daily life in their community, economic, as well as culture. The international community also learn how the government both the national and local levels provided space for constructively working together to provide assistance for disaster affected people.
