District road network and condition (per 100 meters) in Pidie and Bireuen
The UNDP/ILO Project “Creating Jobs: Capacity Building for Local Resource-based Road Works in Selected Districts in NAD and Nias” has been implemented since March 2006. The Project’s central aim is to support the Aceh Government in improving the livelihoods of the Acehnese people its people by enhancing the capacity of local governments to generate maximum employment opportunities through investments in rural infrastructure, particularly the road sector.
My role in this project was as a GIS Officer, and working with Engineer and Database Specialist to:
Carry out an assessment of the GIS system currently used, the available GIS and GPS data and data-flow processes.
Prepare a work plan and budget for the development and implementation of a GIS system and data collection.
Design a basic functional GIS, taking into account the requirements of the stakeholders and relevant (national) standards.
Test the protocol, including test to check the effectiveness, integrity, relevance, internal and external consistency, and validity of the GIS and its data, and ensure compatibility with the MIS/database system that will be developed in parallel.
Develop training modules and provide training (classroom and on-the-job) to the staff of Public Works and Bappeda involved in GIS.
Document the design and the user guidelines of the developed and tested GIS system.
The most challenging part, the road network data in GIS format is not available, only in spreadsheet and without information about road condition. And I have to deal with various field supervisor and technician who are expert in their field job (with pen and ruler), but lack of skill on technology. With the main goal is making the road network and condition available in GIS format, the first and important activity was capacity development for field supervisor and technician on how to use GIS and GPS technology and mobile data collection approach to speed up data collection process. And finally, with good coordination, below are some achieved goals:
Completed institutional capacity development for government counterpart: 398 days of trainee-days, 120 men and 36 women trainees (2011) and 538 days of trainee-days, 31 men and 8 women trainees (2012).
District road and bridge condition survey for ±750 km of district road in Pidie and ±850 km in Bireuen completed.
District road and bridge condition spatial data with data attribute for every 100 meter of road:
Road information: Start and end point, coordinate, number of road network, suffix, length, status, classification, sub-district, village, pictures
Condition: good, fair, fair/damage, damage, heavy damage
Pavement: concrete, asphalt, gravel, stone, dirt
Other: width, shoulder, other construction (wall/intake)
Bridge: kilometers location, type, coordinate, extend, across, condition, pictures
